Structure

Manitoba Liquor & Lotteries is responsible for the distribution and sale of liquor and gambling products, and the sourcing and distribution of non-medical cannabis in the Province of Manitoba, per the Manitoba Liquor and Lotteries Corporation Act. We report to the Province of Manitoba through an appointed board of directors.       

                 
The Liquor, Gaming and Cannabis Authority of Manitoba (LGCA) licenses all retail cannabis stores in Manitoba, and regulates liquor and gambling in the province. The LGCA licenses charitable gambling activities, ensures the technical integrity of games and equipment, monitors compliance, and performs other activities required of the regulator.

Indigenous Advisory Council


Manitoba Liquor & Lotteries recognizes that reconciliation is an ongoing journey that requires meaningful leadership, accountability, and collaboration with Indigenous Peoples. To help guide our journey, MBLL is honoured to work alongside an Indigenous Advisory Circle.

Co-chaired by Kevin Chief and MBLL President & CEO Gerry Sul, the Advisory Circle is made up of First Nations, Metis, Inuit leaders and community members from Manitoba who bring a wide range of lived experiences, knowledge, and perspectives.

The Indigenous Advisory Circle meets regularly to provide ongoing strategic advice and recommendations to MBLL. This supports the implementation of our reconciliation commitments and helps to embed reconciliation and decolonization into our workplace culture and operations.

At the heart of this work is a commitment to walking together in partnership grounded in mutual learning, respect, shared responsibility, and a relationship built on trust and reciprocity.
